Village Clerk

Clerk is Sarah Dobson. Office handles FOIL records requests (responds within 5 business days), dog licenses, hunting/fishing/trapping licenses, disabled parking permits, and passport applications. Office closed 14 designated holidays.

Village Tax Collector

Village taxes can be paid online through a third-party processor: 2.75% fee for credit card, $5 flat fee for e-check.

Town Clerk

Clerk is Michele Moran, whose title is Town Clerk/Tax Collection/Registrar of Vital Statistics.

Town Court

Town Justices are William Virkler (Chief Judge) and David Longeretta, Esq. This is the only court serving New Hartford; the Village does not maintain a separate court.

Building Permits / Codes — Town

Code Enforcement Officer is George Farley. Applicants must call or email for an appointment; a Stop Work Order is issued on any job started without a permit, and permit fees are doubled for work started without one.

Codes Officer is Steve Karrat. Department enforces the NYS Building and Uniform Fire Codes plus the Village Code; a Building Permit application form is available on the department page.

Department of Public Works — Village

Superintendent is Thomas Hughes. Handles village garbage/recycling collection, curbside bulk collection, and dumpster drop-off events.

Highway Department — Town

Superintendent is Richard Sherman. Maintains town roads and publishes an annual trash drop-off/brush collection schedule.

Trash & Recycling — Village

Village garbage is collected curbside Monday and Thursday nights, out by 10 p.m., in cans or heavy-duty plastic bags only (no 55-gallon barrels), 50-lb limit per can/bag; garbage containing mixed-in recyclables will not be collected.

Bulk Curbside & Dumpster Drop-off — Village

Bulk-item curbside collection is the 2nd Monday in May and October; dumpster drop-off events are the 2nd Saturday of April, June, July, August, September, and November. Guidelines require separating materials.

Trash Drop-off & Brush Collection — Town

The Town Highway Department publishes an annual trash drop-off and brush collection schedule with specific dates and locations; current-year dates are posted as a PDF rather than on the page itself.

Transfer Station (Eastern Transfer Station)

Operated by the Oneida-Herkimer Solid Waste Authority, serving both Oneida and Herkimer Counties. Disposal fees follow OHSWA's annually adopted fee schedule.

Dog Licensing — Village

Dog licenses are issued through the Village Clerk's office; no fee amount is posted on the department page.

Police — New Hartford Police Department

Non-emergency line for the town department, which covers both the Village and the Town. Chief is Ronald M. Fontaine.

Fire Department — New Hartford Fire Department

All-volunteer department; a department of Village government, but its primary response area covers the Village and portions of the Town.

Parks & Recreation — Town

Named facilities include Donovan Park (Elm Street, Chadwicks, with a splash pad), New Hartford Town Park/Sherrillbrook Park (pavilion rentals), and the Recreation Center at 4 Mill Street (ice skating). Pavilion rentals run April 1–September 30 and are booked through the online reservation system starting in February.

Trash & Recycling Drop-off (OHSWA)

The Oneida-Herkimer Solid Waste Authority runs two drop-off sites serving both counties: EcoDrop Utica, 824 Sewage Plant Rd (weekdays 8 a.m.–4 p.m., Sat 7 a.m.–2 p.m.) and EcoDrop Rome, 575 Perimeter Rd (weekdays 8 a.m.–4 p.m., Sat 8 a.m.–noon); both closed Sunday. Recyclables, electronics, batteries, propane tanks and appliances without CFCs are free; household garbage is $2 per 35-gallon bag. Utica also takes household hazardous waste April through September.

DMV

Two county offices: Boehlert Center at Union Station, 321 Main St, Utica (Mon–Fri 9 a.m.–4:30 p.m., 315-798-5749) and 301 W. Dominick St, Rome (appointment only, 315-336-6790).

Poll sites are assigned by address — look yours up at voterlookup.elections.ny.gov. Registration and absentee ballots go through the Board of Elections: Union Station, 321 Main St, third floor, Utica.

Boat Launches (DEC)

Fourteen state launch sites, none charging a fee. Delta Lake is the big one, with parking for 70 cars and trailers; the Oneida Lake sites at Vienna and Verona have accessible features. Along the Mohawk there are hand launches at Utica, Marcy and Whitestown and both hard-surface and hand launches at Rome.

Fishing Access — West Canada Creek

About 26 miles of accessible stream frontage and 11 parking lots along the creek, which runs down through Herkimer and Oneida to the Mohawk. Brown trout from Hinckley Dam to Herkimer; smallmouth and fallfish lower down. Trenton Falls is no-kill, artificial lures only, with an extended season. Below Trenton Falls and Hinckley Dam the creek surges without warning when the power dam releases — DEC advises watching for rising water, moving to shore, and wearing a flotation device.

Bike & Walking Trails — Empire State Trail

Two sections cross the county. Rome to Utica is 16 miles, starting at Fort Stanwix and running three quarters of a mile along James St before the off-road trail begins beside the canal, ending at the trailhead car park off North Genesee St in north Utica; surface alternates paved and older stonedust, with three stretches of about half a mile each signed along public road shoulders. Utica to Frankfort is 11 miles, and only the first 3.5 are off-road — the remaining 7.5 follow the shoulder of Southside Road and are meant for cyclists comfortable riding in traffic. Services exist in Rome, Oriskany and Utica and nowhere in between.

Hiking & Ski Trails (State Forests)

The Jackson Hill Trail System in Jackson Hill State Forest is the marked one. Hogsback State Forest permits mountain biking, cross-country skiing, snowshoeing, snowmobiling and horseback riding but maintains no trails for any of them — go expecting unmarked ground. Every trail on DEC land is open to cross-country skiing in winter, whether or not it is groomed or signed as a ski trail.
