Town of Winfield Clerk's Office

Town Clerk Terri Atwell (direct line (315) 534-4034) issues marriage licenses and death certificates, serves as registrar of vital statistics, collects property taxes, and issues/renews dog licenses. 2026 town/county taxes are due without penalty by January 31; 1% interest applies in February and 2% in March.

Village of West Winfield Clerk/Treasurer

Clerk/Treasurer R. Scott VanDuren handles village administrative business and bill payment; marriage licenses, dog licenses, death certificates, and handicap parking permits are issued by the Town of Winfield Clerk, not the village.

Winfield Town Court

Hon. Steven Mezik is town justice; the court is a town, not village, function despite sharing the village office building. No online payment option is listed on the town's page.

Building Permits & Code Enforcement

Codes & Zoning Officer Mike Connors covers both the Town of Winfield and the Village of West Winfield. Village permits are required for any alteration, demolition, or addition to a building, including HVAC work, septic repairs, sheds, pools, and window/door replacement that alters the structure; outdoor wood-burning furnaces are prohibited within the village. No fee schedule is published on either site.

Town of Winfield Highway Department

Superintendent of Highways Dale Brown maintains town roads (outside village streets, which fall under the village DPW). The town's site does not publish a separate highway-garage street address beyond the town offices at 306 Stone Road.

Village Water & Streets Department (DPW)

The village DPW maintains the municipal water system, which also supplies some residents outside the village limits, and maintains village streets; non-functioning streetlights are reported directly to NYSEG rather than the village.

Village Garbage & Recycling Collection

The Village of West Winfield contracts curbside cart collection to Wheelock under Local Law #2-2025 (the Residential Municipal Solid Waste Fee Act, adopted June 9, 2025); residents choose a small, medium, or large cart via a sign-up form filed with the village office. When a holiday falls on a weekday, that week's pickup moves to the following Saturday. Fee amounts are not published on the village site; contact the village office at (315) 822-3051.

Herkimer County Sheriff's Office

West Winfield has no village police department; the Herkimer County Sheriff's Office runs 24-hour road patrol countywide.

West Winfield Fire Department

Officially the Henry Hiteman Engine and Hose Company, founded 1906; an all-volunteer department (50+ volunteers per its own site) providing fire suppression, EMS, and rescue to the village and surrounding area. The village also separately advertises paid ambulance-crew openings through the village office.

West Winfield Library

Saturday closure is noted as a summer-season change on the library's own site; hours should be reconfirmed off-season.

Town of Winfield Memorial Park

Ball fields and picnic pavilions. Pavilion rental is $75 (residents) or $150 (non-residents), plus a $75 refundable security deposit — the pavilion nearest Route 20 is exempt from the fee. Reserve through Town Clerk Terri Atwell at (315) 534-4034; restrooms stay locked outside scheduled events due to past vandalism.

Mount Markham Central School District

District office serves West Winfield and surrounding Town of Winfield; district operates 3 schools (2 elementary, 1 middle, 1 high school).

Trash & Recycling Drop-off (OHSWA)

The Oneida-Herkimer Solid Waste Authority runs two drop-off sites serving both counties: EcoDrop Utica, 824 Sewage Plant Rd (weekdays 8 a.m.–4 p.m., Sat 7 a.m.–2 p.m.) and EcoDrop Rome, 575 Perimeter Rd (weekdays 8 a.m.–4 p.m., Sat 8 a.m.–noon); both closed Sunday. Recyclables, electronics, batteries, propane tanks and appliances without CFCs are free; household garbage is $2 per 35-gallon bag. Utica also takes household hazardous waste April through September.

DMV

EDL and REAL IDs issued only 8:30 a.m.–3 p.m.; CDLs only 8 a.m.–2 p.m.; no permit tests after 3 p.m. A seasonal satellite office in Old Forge, phone (315) 369-3301, is open Tue and Fri 10 a.m.–1:45 p.m. Dec 1–Mar 1 and Tue and Thu 10 a.m.–1:45 p.m. Mar 2–Nov 30, weather permitting, with limited staffing.

Senior Services

Herkimer County Office for the Aging, 109 Mary Street, Suite 1101, Herkimer (Mon–Fri 8 a.m.–4:30 p.m., closing 4 p.m. in summer). The office also runs door-to-door transportation for residents 60 and older: rides 8 a.m.–2 p.m., reservations required, suggested contribution $2–$8 round trip, with Little Falls and Dolgeville runs Thursdays and Fridays. NY Connects long-term-care help runs through the same office.

Electric & Gas (National Grid / NYSEG)

The county is split between two utilities — National Grid and NYSEG both hold electric and gas franchises here, and the villages of Frankfort, Ilion, and Mohawk each run their own municipal electric utility — so check your bill before calling. Boat Launches (DEC)

State launch sites sit in two clusters. Along the Mohawk and Barge Canal: hard-surface ramps at Frankfort, Little Falls and Ilion, hand launches at Herkimer and Mohawk. North in the Town of Webb and Ohio: Fourth Lake, Stillwater Reservoir, Nicks Lake, North and South Lake and others. Stillwater Reservoir has accessible features; Nicks Lake charges a day-use fee in season and the rest do not.

Fishing Access — West Canada Creek

About 26 miles of accessible stream frontage and 11 parking lots, from the southeastern Adirondacks down to the Mohawk near Herkimer. Brook trout in the upper reaches, brown trout between Hinckley Dam and Herkimer, smallmouth and fallfish below. Trenton Falls is no-kill, artificial lures only, with an extended season. Below Trenton Falls and Hinckley Dam the creek surges without warning when the power dam releases — DEC advises watching for rising water, moving to shore, and wearing a flotation device.

Bike & Walking Trails — Empire State Trail

Little Falls to Canajoharie runs 19 miles east along an abandoned railroad bed, surfaced in paved asphalt and stonedust, through Little Falls, Fort Plain and Canajoharie. Public parking is at Herkimer Home State Historic Site and at a trailhead on the west side of Canajoharie. Services exist in those three villages and nowhere between them, and the stretches between access points are long — DEC allows 6 to 10 hours for the full distance. Dogs are permitted. Westward, the Utica–Frankfort section is 11 miles of which 7.5 follow the shoulder of Southside Road; off-road trail resumes a mile east of Frankfort.
