Town Clerk & Registrar of Vital Statistics

Town Clerk Michael Gaska's office issues birth, death, and marriage certificates (photo ID required) and dog licenses for both the Town of Kirkland and the Village of Clinton.

Court

Town of Kirkland Justice Court, serving village and town residents. Sessions Tuesdays 5:30 p.m.; DA night is the last Tuesday of each month. Judges: Daniel English (last names L–Z) and Jay G. Williams III (last names A–K).

Building Permits & Codes Enforcement — Village of Clinton

Codes Officer Brad Dunda covers Building Inspection, Codes Enforcement, and Fire Inspection for properties inside the village limits; the role is part-time, so contact is by appointment. Permits are required for fences, signs, building alterations/additions, solar panels, swimming pools, and demolition. Properties with a Clinton mailing address (13323) can still be in the Town of Kirkland rather than the village, so confirm jurisdiction before applying.

Building Permits & Codes Enforcement — Town of Kirkland

Code Enforcement Officer Robert Harris covers Town of Kirkland properties (outside the village limits). The Planning Board reviews subdivisions, site plans, signage changes, and planned development.

Assessor

Assessor Nina Wallace serves both the Village of Clinton and the Town of Kirkland from this office.

Highway Department (Town of Kirkland)

Maintains town roads and bridges and handles snow plowing on town roads. As of March 18, 2025 the Highway Department no longer accepts green waste from Village of Clinton residents; village residents should use the Village DPW's collection instead.

Village Department of Public Works (DPW)

Superintendent Aaron Barnes. Runs garbage, recyclables, large-item, debris, and green-waste collection for village residents, plus a tire-recycling drop-off by appointment.

Trash & Recycling

Provided by the Village of Clinton (DPW) for village residents only; Town of Kirkland residents outside the village must hire a private hauler. Household garbage/recycling is collected weekly on Tuesday (village commercial district also gets garbage-only pickup Friday). Items must be set out after 5:00 p.m. the evening before; contractor debris is not collected. Report a missed pickup to the Village Office at (315) 853-5231.

Brush, Leaf & Green Waste (Village of Clinton)

Village DPW collects green waste and clean hard fill on the 1st and 3rd Monday of each month, April through November (Christmas trees collected December–January only); large items/bulk debris are collected the last Monday of each month, April through November, with no collection December–March. Full monthly dates are posted on the village site.

Transfer Station (Town of Kirkland)

Cash or check only. Fees: car tires $5 each, truck tires $15 each, tractor tires $25 each, large tractor tires $75 each, appliances $20 each. Accepts metal appliances, electronics, hard fill (wood, concrete, glass windows, bricks, pallets), batteries, tires, and bulky rigid plastics; does not accept paint, chemicals, spray cans, household garbage, cardboard, or plastic/glass containers.

Dog Licensing

Issued by the Town Clerk's office (Lumbard Town Hall), (315) 853-5401. Dogs over 4 months old must be licensed; a current rabies vaccination certificate is required (and a spay/neuter certificate where applicable). License renewal will not be issued for a period exceeding the dog's rabies-certificate expiration date.

Police (non-emergency)

Town of Kirkland Police Department covers both the Town of Kirkland and the Village of Clinton; it absorbed the former Village of Clinton Police Department in 1994.

Parks & Recreation

John G. Karin III Kirkland Town Park (3314 Post St.) has four electrified pavilions, softball/Little League fields, volleyball, tennis and pickleball courts, nature trails, playgrounds, and restrooms; pavilion reservations are $50 each, May through October, via (315) 853-5617 or clintonarena@townofkirkland.gov. Clinton Arena (36 Kirkland Ave.) runs ice hours 5 a.m.–midnight September through March. Kirkland Trails is a 2.9-mile multi-use path with parking on Dugway Road.

School District

Clinton Central School District, a K-12 public district with three school buildings on one campus.

Post Office

The village lists the address and phone but does not post window hours.

Trash & Recycling Drop-off (OHSWA)

The Oneida-Herkimer Solid Waste Authority runs two drop-off sites serving both counties: EcoDrop Utica, 824 Sewage Plant Rd (weekdays 8 a.m.–4 p.m., Sat 7 a.m.–2 p.m.) and EcoDrop Rome, 575 Perimeter Rd (weekdays 8 a.m.–4 p.m., Sat 8 a.m.–noon); both closed Sunday. Recyclables, electronics, batteries, propane tanks and appliances without CFCs are free; household garbage is $2 per 35-gallon bag. Utica also takes household hazardous waste April through September.

DMV

Two county offices: Boehlert Center at Union Station, 321 Main St, Utica (Mon–Fri 9 a.m.–4:30 p.m., 315-798-5749) and 301 W. Dominick St, Rome (appointment only, 315-336-6790).

Voting

Poll sites are assigned by address — look yours up at voterlookup.elections.ny.gov. Registration and absentee ballots go through the Board of Elections: Union Station, 321 Main St, third floor, Utica.

Centro runs the Utica–Rome bus routes. Bus information and lost & found: Mon–Fri 6:30 a.m.–5:30 p.m.

Boat Launches (DEC)

Fourteen state launch sites, none charging a fee. Delta Lake is the big one, with parking for 70 cars and trailers; the Oneida Lake sites at Vienna and Verona have accessible features. Along the Mohawk there are hand launches at Utica, Marcy and Whitestown and both hard-surface and hand launches at Rome.

Fishing Access — West Canada Creek

About 26 miles of accessible stream frontage and 11 parking lots along the creek, which runs down through Herkimer and Oneida to the Mohawk. Brown trout from Hinckley Dam to Herkimer; smallmouth and fallfish lower down. Trenton Falls is no-kill, artificial lures only, with an extended season. Below Trenton Falls and Hinckley Dam the creek surges without warning when the power dam releases — DEC advises watching for rising water, moving to shore, and wearing a flotation device.

Bike & Walking Trails — Empire State Trail

Two sections cross the county. Rome to Utica is 16 miles, starting at Fort Stanwix and running three quarters of a mile along James St before the off-road trail begins beside the canal, ending at the trailhead car park off North Genesee St in north Utica; surface alternates paved and older stonedust, with three stretches of about half a mile each signed along public road shoulders. Utica to Frankfort is 11 miles, and only the first 3.5 are off-road — the remaining 7.5 follow the shoulder of Southside Road and are meant for cyclists comfortable riding in traffic. Services exist in Rome, Oriskany and Utica and nowhere in between.

Hiking & Ski Trails (State Forests)

The Jackson Hill Trail System in Jackson Hill State Forest is the marked one. Hogsback State Forest permits mountain biking, cross-country skiing, snowshoeing, snowmobiling and horseback riding but maintains no trails for any of them — go expecting unmarked ground. Every trail on DEC land is open to cross-country skiing in winter, whether or not it is groomed or signed as a ski trail.
